Governor’s Search for Best Barangay VAW Desk

The Provincial Government of Aklan spearheaded by Governor Florencio T. Miraflores initiates the 1st Governor’s Search for Best Barangay Violence Against Women and their Children (VAW) Desk in the whole country.
The Province of Aklan is one of the six (6) pilot Provinces of the Philippine Commission on Women in partnership with the Spanish Agency for International Cooperation (PCW AECID) Magna Carta of Women Project, “Institutional Strengthening of National and Local Governance on Human Rights and Economic Empowerment with a Gender Focus: Implementation of the Magna Carta of Women from 2012 to March 2015.
The PCW AECID Project trained almost 400 Akeanon stakeholders from 327 Barangays, 17 PNP WCPD, Municipal Social Welfare Development Officers of the 17 municipalities, DILG Officers and members of the Aklan Gender and Development Commission (AGADC), as the only province in the whole country to implement and pilot test the National VAW Documentation System (NVAWDocS) up to the Barangay Level.
NVAWDocS is a secured web-based documentation system that facilitates and integrates the collection and standardization of information from service providers that deal with VAW. It can generate accurate report on the magnitude of VAW cases, removing double counting of data from different service providers. It also tracks the services given to VAW victim survivors.
After two (2) years, the Province of Aklan, through the Gender and Development Program of the Provincial Planning and Development Office (PPDO) with the Department of Interior & Local Government (DILG) were able to evaluate and assess the performance of the barangays in its implementation of the said project.
Through Executive Order No. 044, s. 2014, affirming Executive Order No. 019, s. 2012, otherwise known as Creating the Inter-agency Monitoring Task Force and Evaluation and Assessment Team for Governor’s Search for Best Barangay VAW Desk.
As an incentive mechanism, the Provincial Government pushed for the materialization of this Governor’s Search using the following criteria for evaluation: (1) Functional Organization (Brgy. VAW Desk), (2) GAD Plan and Budget, (3) Resolution/Ordinances Passed in Relation to VAW and Gender and Development, (4) Completed Gender Responsive Programs and Projects for Women, (5) Documented Best Practices/ Citation and Awards.
The Search is open to all 327 Barangays of the Province of Aklan, and the awardees received a cash prize, Php 30, 000 – 1st Place, Php 20, 000 – 2nd Place and Php 10, 000 for the 3rd Place, Certificate of Recognition and Trophy. The Gender and Development Program of the Province of Aklan funded the said awards.
The 2014 Governor’s Search for Best Barangay VAW Desk winners are as follows: 1st Place – Brgy. Pook, Kalibo; 2nd Place – Brgy. Banay-banay, Malinao; 3rd Place – Brgy. Laguinbanua East, Numancia; and 4th Place – Brgy. Sta. Cruz, Lezo.
This Governor’s Search will be an annual event and the Provincial Government of Aklan through the Aklan Gender and Development Commission encourages all Barangays in Aklan to participate in the next year’s search, and be the next Best Performing Barangay. #endVAWph #endVAWaklan
